Professional Career: 

Since graduating, he began his professional life doing his professional internship at the company FIPSA “Fabricación Implementos Petroleros S.A.” of C.V.” He joined Petróleos Mexicanos on August 19, 1960, having a 36-year career in PEMEX, a career that allowed him to hold different positions as a representative of PEMEX in Japan in 1969 and 1970 and in the PEMEX offices in Paris, France, central office in Europe. and with offices in London, England, Bilbao, Spain, Dusseldorf, Germany, Bucharest, Romania and Odessa, Russia. He retired in 1996 as Quality Promotion and Assurance Manager.

Professional Activities:

In 1993, within a quality congress organized by AMIME in Mexico City, quality specialists from Chile, Argentina, Brazil, Cuba and Venezuela met and was born with the entrepreneurial and leadership vision of Engineer Armando Espinosa. Latin American Quality Institute (INLAC). INLAC has participated in work meetings held in Europe, Africa, Australia, Japan, the United States and Canada. In these 24 years, World Quality Forums have been held in the Mexican Republic.

Engineer Armando Espinosa Segovia has been a reference in the processes of modernization, updating, and revision of ISO standards in Mexico and Latin America. In 1994 it began to participate as an observer and in 1997, after complying with all the requirements demanded by ISO based in Geneva, Switzerland, INLAC was recognized as a liaison organization which allows it to receive all documents in the process of being documented for analysis and comments and one of the greatest achievements made by their work is that the ISO management standards were officially published in Spanish in addition to the official languages English, French and Russian. President of the International Workshop Agreement (IWA 4), focused on the implementation of Local Government Management, these works have achieved the issuance and edition of the ISO 18091 standard, being the first standard focused on Reliable Local Governments.

The work that Engineer Armando Espinosa Segovia has done in the engineering union is in the induction of quality, being a leader in quality systems. A task that has also been carried out is supporting children, young people and engineering students, encouraging them to achieve their professional objectives in events, conferences, seminars, participating in the institution of the Student Excellence Award, Children’s Induction Forum to Engineering and Quality in Mexico and the Metropolitan Congress for Engineering Students.

During his tenure as President of the CEN of AMIME (1990-1993), he managed to promote the specialties of boilers and pressure vessels, quality management and conferences related to these topics, continuity with national and international associations, managing to sign agreements with the ASME, SAE and SHPE, having technical exchanges.

Ing. Espinosa hols several recognitions including: Silver Medal of the City of Paris awarded by Mayor Jacques Chirac (1981). Recognition of the OAS in Bogotá, Colombia. Recognition from the Qualitas Academy. Silver Touchdown Award awarded by the Burros Blancos Booster. Recognition as Distinguished Graduate of the National Polytechnic Institute. Recognition from the CDMX Government of the 2016 Engineering Award National Engineering Award in 2015. Nominated by ISO for the 2019 Princess of Asturias Award. Distinguished Member in Gothenburg, Sweden of the Gothia Cup, the largest international Amateur Soccer tournament in the World, recognition awarded in 2018. Honor Award from the Dana Cup in Hjorring, Denmark in 2019.

Currently, Engineer Armando Espinosa Segovia is the President of INLAC and Executive Vice President of the World Council for Quality. Member of the Permanent Advisory Council of AMIME.
