Gadsden holds a PhD in Sociology and an MA in Sociology from the University of Essex, United Kindom, and a Bachelor's degree in Philosophy from UNIVA, Mexico.
Professional Career:
Carlos has held various positions, including Technical Secretary of the Latin American Federation of Cities, Municipalities, and Associations of Local Governments (FLACMA), International Relations Coordinator of the Mexican National Municipal Conference (CONAMM), and Founder and first General Director of the National Institute for Federalism and Municipal Development (INAFED), among others.
Dr. Gadsden is the President and founder of the International Foundation for the Development of Reliable Governments, FIDEGOC, since 2007. FIDEGOC has 10 national chapters across Mexico, Italy, Spain, Argentina, Colombia, Brazil, Egypt, Peru, Ecuador, and Chile. Carlos also serves as the General Coordinator of the Latin American Network of Reliable Governments (Net LAREG or Red LAGOC), which was established during the European Week of Regions and Cities in Brussels in October 2022.
Professional Activities:
Dr. Gadsden has been elected and re-elected as the International Project Leader and convenor of the International Organization for Standardization working group ISO/TC176/WG04. This group consists of 72 experts from 34 countries. From 2004 until 2019, they developed the first international standard on quality in local governments, ISO 18091:2014, adopted by the 164 ISO country members. Carlos played a key role in the development of the new version, ISO 18091:2019, which includes a 39 public policy networks roadmap and 53 human and social rights aligned with the 17 Sustainable Development Goals (SDGs), providing a comprehensive management system for achieving sustainability.
Carlos Gadsden has coordinated the design and development of 40 Comprehensive Citizen Observatories with ISO 18091 in Mexico, Botswana, Colombia, and Argentina. He has been a speaker at over 200 conferences in 33 countries. Since 1986, he has been a researcher on Participation, Self-Management, and Democracy for the International Sociological Association (ISA/AISOC).
Dr. Gadsden was Founder and Executive Secretary of the World Council for Quality from 2005 to 2015, currently is an Honorary Board Member.
