Monar holds a PhD in Information Sciences from the Complutense University of Madrid (UCM). He holds a Master in Quality Planning and Management from the Universidad Oberta de Catalunya (UOC) - with Auditor, TQM and EFQM modules - (2004). He is a University Expert in Public Policy Evaluation by the UCM (2009).
Professional Career:
Dr. Monar has been a civil servant of the General Administration of the State and the Junta de Comunidades de Castilla-La Mancha, in their bodies of senior graduates. He is a professional public manager certified by CERPER.
The most relevant jobs he has developed have been, deputy director general of Citizen Service of the Ministry of Interior of the Government of Spain, director of Modernization in the Consell de Mallorca, director of Quality and Communication in the City Council of Calvià, director general of Quality, Citizen Service and Participation of the Government of the Balearic Islands and director of the Balearic School of Public Administration (EBAP).
He has led several highly innovative projects, such as the evaluation of public policies by a Citizen Forum, or the construction of a Knowledge Management System in a regional government. He was a member of the Quality Council of the University Miquel Hernández. He has directed the conferences on the Situation of Public Management in Spain, at the College of Political Scientists, and on Service Charters in Spain, at AENOR, both in Madrid.
Professional Activities:
He has participated as a member of the Jury in several Quality awards, including the state awards of the Agency for Quality and Evaluation (AEVAL), Community of Madrid and Diputación de Alicante. In the FEMP he coordinated, for several years, the Working Group for the Adaptation of Quality Models to Local Governments.
In the last five years he has done research on change management, public policy evaluation and public leadership, and presented his work at the international conferences GIGGAP – and at EDO, NOVAGOG, CNIS, and FNA. He has published on these topics in several technical journals. He coordinates the periodical «Especial Directivos» of Wolters Kluwer.
He has directed the project funded by the COTEC foundation on local public innovation that has allowed the design of the evaluation model of innovation management systems, InnovaGLoc, which gives name and is a reference of the Local Innovation Award of the FEMP. He has given conferences and carried out consultancy or training activities at international level, in Brussels, Buenos Aires, Asunción, Montevideo and Washington.
He has been the president of the Organizing Committee of the 1st – 2019 – and 2nd – 2021 – Global Congresses – five continents – of Professional Public Management. He regularly collaborates with training entities such as INAP, IAAP, CEMCI, EOI, etc. He collaborates in the Master in Senior Management for Public Executives in Latin America and the Caribbean of the University of Alcalá and INAP, on public innovation, and is a professor in the Master in Public Policy Management of the University of the Balearic Islands, on public policy evaluation.
Dr. Monar is director of TFMs for INAP. He was, for a decade, president of the Observatory for the Quality of Public Services, creator of the Citizenship model of evaluation of public organizations, and organizer of the state award of the same name.
He was, for a decade, president of the Association of Professional Public Management, www.asocdpp.org. He is currently chairman of its Advisory Board.
Dr. Monar is co-author of the reports Avaluació de la Qualitat de Govern De Les Institucions de Les Illes Balears.He is co-author of the book «La Nueva Gestión Pública en las Administraciones locales en la década 2030» edited and published by CEMCI in 2023.
Fernando Monar is vocal of the World Council for Quality and member of the ITCIP for the support and dissemination of ISO 18091 – UNE 66182 in Spain -, on Reliable Governments. He is also a member of the «Cotec 100» network of experts.
