Francisco’s educational background includes a Master’s Degree in Government and Public Affairs (2004 – 2006) from the Faculty of Political and Social Sciences at the National Autonomous University of Mexico, specializing in Quality Management Systems in Government. He also holds a Bachelor’s Degree in Political Science and Public Administration (1998 – 2002) from the same institution. His master’s thesis titled «Implementation of a Quality Management System based on ISO 9000 in the Public Sector. Case study: Mexican Petroleum Institute» showcased his early dedication to quality management.

Francisco Martínez is a seasoned professional whose career has been defined by his role as the Executive and International Secretary at the International Foundation for the Development of Reliable Governments (FIDEGOC) since 2015. 

During this time, Francisco’s significant role within the ISO working group responsible for crafting the groundbreaking global standard on quality in local government, ISO 18091:2019, underscores his capacity for global collaboration. His representation capacity extends back to his tenure as the Mexican International Delegate to ISO on Quality and Sustainable Development in Communities, fostering collaborations across diverse countries including Argentina, Russia, Holland, Japan, Indonesia, Italy, Hong Kong, Spain, Portugal, and Colombia.

His work has also extended to the implementation of ISO 18091 Quality Management Systems in more than 20 municipalities. He has been a driving force in ISO Standard implementation projects, reflecting his ability to drive impactful change and his oversight of the creation of citizen observatories across Latin America, Africa, and the Mexican Republic.Notably, he has also assumed a Researcher position at the Mexican Petroleum Institute in 2002 and has been a valued contributor to the book «What Quality is?» by Dr. Victor Nava.

Professional Activities:

Francisco Martínez serves as the Chairperson of the Technical Committee for National Standardization of Quality Management Systems in Mexico. Additionally, he holds the position of Executive Secretary at the International Foundation for the Development of Reliable Governments (Fidegoc) in Mexico City. His responsibilities extend to being the International Secretary of ISO/TC176/WG04 and the Executive Secretary of Subcommittee 54 within the Mexican Committee for ISO Attention (General Directorate of Standards, Ministry of Economy). Furthermore, he coordinates CMISO/SC 268 «Sustainable Cities and Communities» within the Mexican Committee for ISO (General Directorate of Standards, Ministry of Economy).

His international contributions as the Mexican delegate to ISO in the Quality Committee TC 176 span multiple countries, including Panama, Argentina, Barbados, Colombia, Costa Rica, Spain, United States, Holland, Hong Kong, Indonesia, Italy, Japan, Portugal, and the Dominican Republic. In recognition of his dedication, the Mexican Institute of Standardization and Certification acknowledged Francisco for his role in standardizing Quality Management Systems from 2005 to 2009.

He also shares his insights as a speaker at various international congresses and universities, providing valuable perspectives to events in diverse locations, including Loro Ciuffenna, Tuscany, Italy; the International Congress on Quality Management in Universidad Latina de Panama and amongst other universities across the globe.
