Ostos is Doctor of Economic and Social Sciences from the Universität Osnabrück, Germany. Her research based on a reliable model of citizen participation based on ISO 18091 earned her a nomination for the Jean Blonde European Doctorate Award in 2021.
Professional Career:
For the past 25 years, Gloria has led socio-political consultancy projects and electoral campaigns across Europe and Latin America through her own company, OstosSola. From 2001 to 2016, OstosSola Consulting developed projects over fifteen countries, setting offices in Spain and America: Madrid, Barcelona, Mexico City, Miami, Santo Domingo, Washington, Guatemala City, and Panama. OstosSola created more than 50 jobs, an annual average of 25 employees, and generated more than one hundred indirect jobs, and we have conducted over 400 electoral campaigns in all areas, and won presidential elections. In 2012, four countries had as Presidential candidates, clients of OstosSola: Felipe Calderón (México), Michel Martelly (Haití), Otto Pérez Molina (Guatemala), and Juan Manuel Santos (Colombia). And we have driven more than a hundred social projects through 3,574 public events and demonstrations. 8 out of 10 customers have rated us at 3.9 out of 4 on average. We have shared our knowledge, giving lectures at postgraduate courses in 20 leading universities; we have awarded more than 100 scholarships for 12 different nationalities.
Ostos attended the General Assembly of the United Nations (UN) in 2011 and in 2012, among other international meetings. In recognition of her work, she has been honored with the Officer’s Cross of the Royal Order of Civil Merit in Spain.
Actually, Dr. Ostos is Director of ALIENTA Consultancy and the president of PARTICIPA Foundation, since 2019 Member of the Advisory Council of the Latin American Federation of Cities, Municipalities, and Associations of Local Governments (FLAGMA).
Professional Activities:
In 2015, Gloria became a member of the Technical Standardization Committee 66 «Local Government» of the Spanish Association for Standardization (UNE). Her role was to adapt Annex B of ISO 18091:2014 to Spanish municipalities, resulting in the publication of the ISO_UNE 66182:2015 standard. Since 2016, she has been a member of the Technical Standardization Committee 178 «Smart Cities.»
From 2017 to 2020, Ostos was nominated by Spain as a member of the International Organization for Standardization (ISO) in the ISO 9001 Technical Committee (TC 176). Her task was to update ISO 18091:2014 and align it with the new United Nations Agenda 2020, resulting in the current ISO 18091:2019.
In 2021, Dr. Ostos was appointed as the Executive Secretary of the World Council for Quality (WCQ).
