International Reliability Recognition (IRR)
Recognition is awarded according to the level of depth and maturity obtained by local governments around the implementation of the 17 SDGs and ISO 18091; they are divided as follows:
Public Policy Management System
To have a Comprehensive Reliability Self-diagnosis of Annex A of the ISO 18091:2019
Standard.
To have a minimum of 30 of the 39 indicators in green rating, no more than three
indicators in yellow in a single quadrant and no indicators in red.
To have a minimum of 33 of the 39 indicators in green, no more than three indicators in
yellow in a single quadrant and no indicators in red.
Having 35 or more of the 39 indicators in green, no more than three indicators in
yellow in a single quadrant and no indicators in red.
Integral Quality Management System
Does not require evidence of a Quality Management System in place.
To have a Quality Management System focused on ISO 18091:2019 implemented in
some processes or areas.
To have a Quality Management System implemented in all processes or areas with focus
on ISO 18091:2019 and evidence of its effectiveness; internal audit implemented and evidence
of its application and management review.
To have a Citizen Observatory or some other constituted and professionalized
Citizen Interaction Model that applies a management review or verification system based on the
ISO 18091:2019 Standard in a systematic manner and with evidence of its participation in the
improvement.
Integral Citizen Observatory
Does not require evidence of a constituted Integral Citizen Observatory (ICO) or any
other Citizen Interaction Model.
To have a Integral Citizen Observatory (ICO) or some other Citizen Interaction Model
that applies a management review or verification system based on the ISO 18091:2019
Standard.
To have a Integral Citizen Observatory (ICO) or some other constituted and
professionalized Citizen Interaction Model that applies a management review or verification
system based on the ISO 18091:2019 Standard.
To have a Integral Citizen Observatory (ICO) or some other constituted and
professionalized Citizen Interaction Model that applies a management review or verification
system based on the ISO 18091:2019 Standard in a systematic manner and with evidence of its
participation in the improvement.
Sustainable Development Goals
Show evidence of having included in its Municipal Development Plan the 39 indicators
of Annex A of the ISO 18091:2019 Standard, the 17 SDGs of the United Nations 2030 Agenda
or the approach of the ISO 18091:2019 Standard, and with evidence of having a measurement
and monitoring tool.
To have an average of 20% progress in the inclusion and measurement of the SDGs in
local government management, based on the evaluation of Annex D of the ISO 18091:2019
Standard.
To have an average of 40% progress in the inclusion and measurement of the SDGs in
local government management, based on the assessment of Annex D of the ISO 18091:2019
Standard.
To have 60% progress on average in the inclusion and measurement of the SDGs in
local government management, based on the assessment of Annex D of the ISO 18091:2019
Standard.
