What skills do you want to develop? Advisor, Consultant, Auditor access to the International Diploma for Quality in Government
If you want to be trained in ISO 18091 FIDEGOC has designed and developed the International
Diploma for Quality in Government, consisting of 8 modular subjects of training actions, under
the competency model and with the methodology of meaningful learning.
Each modular subject is independent, so you can start in the month you prefer. Refer to the 8
adaptable modules for different profiles and equipment with the objective of training public
servants and citizens committed to the development of their governments, capable of
contributing to the design of public policies that contribute to improving the quality of life of
society as a whole.
These courses can be delivered in your municipality; adapting the scope of each module
according to your needs. To obtain a closed course proposal, do not hesitate to contact us.
Courses can also be offered in English if a working group is formed.

Introduction to International Quality Governments - ISO 18091 and the UN Sustainable Development Goals. Agenda and overview
OBJECTIVES OF THE DIPLOMA
He and the participant:
1. It will form the conceptual basis that allows you to understand the meaning and function of ISO 18091:2019 in practice within local government.
2. You will know the historical process of the formation of ISO 18091:2019, its background and its evolution; an Action-Research process.
3. Identify the elements of ISO 18091:2019, their function and importance in measuring the results of a local government. You will also be able to identify the typical processes of a local government and learn about tools to promote citizen participation in the formation of democratic governance that involves the 17 SDGs and continuous improvement.
4. It will develop the ability to analyze reality in a comprehensive manner. You will be able to analyze the impact of the implementation of ISO 1809:2019 in your territory and in your population; having as an inference to world-class quality governments.
5. It will reinforce the values of trust, the common good, the dignity and well-being of the citizen; citizen participation and inclusion as a way to realize the nature of the good exercise of local government.
GRADUATE PROFILE
Accreditation will be obtained for each modular subject taken and a certified internal consultant diploma upon successful completion of the diploma issued by the International Foundation for the Development of Trustworthy Governments (FIDEGOC).
The graduate will be able to accompany a consulting process in the implementation of ISO 18091:2019 in a local government.

Module I
ISO 18091:2019 and the UN Sustainable Development Goals: Approach and rationale.
In this introductory course you will gain general knowledge about the history, development, updates and improvements in ISO 18091, launched internationally on May 28, 2019. As well as why ISO 18091:2019 becomes the tool for excellence to guide municipal management towards compliance with the 17 Sustainable Development Goals of the United Nations 2030 Agenda.

Module II
For a government of citizens, let's build Comprehensive Citizen Observatories
The participant will understand and know the role of a Comprehensive Citizen Observatory organized from the approach of ISO 18091 and the 17 UN Sustainable Development Goals.
You will understand the different elements of organized citizen participation and the use of support tools. She will be able to design and develop a Comprehensive Citizen Observatory model, as well as plan her “Citizen Evaluation Process” activities.

Module III
Building Democratic Governance and Mainstreaming with the Sustainable Development Goals and ISO 18091
The participant will gain knowledge about how the Sustainable Development Goals and ISO 18091 support local governments to build democratic governance, that is, to build ties between government, citizens and stakeholders in the local government territory to direct all government planning and management efforts to improve the quality of life and the common good.
You will understand the concept of horizontal and vertical transversality, in such a way that you will explore the structural and organizational elements of local governments and their intergovernmental relationship with other levels of government.
She will obtain skills to rethink a government plan and guide it towards compliance with the Sustainable Development Goals and ISO 18091.

Module IV
ISO 18091:2019 Quality Management System
The participant will obtain knowledge about the changes in ISO 18091, which is based on ISO 9001:2015, as well as the use and application of each of the concepts in local government.
You will understand the importance of quality management systems, focus on sustainability, risk-based thinking, resilience and the application of the Sustainable Development Goals in local governments.
You will obtain skills to interpret ISO 18091 and its annexes in local governments.

Module V
Measurement system: Indicators and sub-indicators of ISO 18091:2019 and their relationship with the 17 Sustainable Development Goals
The participant will learn about the Rosetta Stone model granted by ISO 18091 in its Annex D, and will learn to relate the 39 public policy indicators with different systems with which a local government is measured, evaluated and operates.
She will also learn the basics of Annex A, which is supported by more than 160 official United Nations documents.
In this course-workshop, the methodology for the construction of sub-indicators based on the 39 indicators of ISO 18091 will be described and strategies for their creation will be developed from your own reality and the needs of your local government.

Module VI
Audits and evaluation with ISO 18091:2019
The participant will be able to apply the knowledge acquired from the ISO 18091:2019 Standard, practice the execution of an Internal Audit process. You will know the minimum elements of ISO 19011:2018 for carrying out a process audit.
Additionally, through our dynamics, she will be able to develop her skills as an internal auditor.

Module VII
Consulting and facilitation with ISO 18091 approach
The course aims to develop the skills of facilitators and provide them with the necessary elements so that they can lead and conduct the process of implementing ISO 18091 in local government.
At the end of the course, participants will have methods and instruments that allow them to handle different roles for decision-making, participatory tasks, communication and leadership.

Module VIII
Recognizing Reliability
The participant will recognize the elements of reliability in the different variables that participate in achieving comprehensive management systems.
You will obtain knowledge about the function, structure and methodology of the World Quality Council that will allow the participant to propose the types of recognitions that are granted.
The best practices and models of Smart Cities will be reviewed that allow for reference and comparability parameters, as well as their value and contribution to better democratic governance.
