Reliable Citizen Participation through ISO 18091
The ISO 18091 standard establishes guidelines so that the Trusted Local Government can
incorporate citizen participation in the elaboration of local public policies in an orderly manner.
An Integral Citizen Observatory (ICO) can use Annex A of ISO 18091 to observe and evaluate
the performance of its local government. This standard, which contains 39 indicators on the
public policies of a municipality, is the common language for governors and citizens to work
collaboratively to improve the quality of public services.
The citizen participation model carried out by the Integral Citizen Observatories (ICO´s) under
the ISO 18091 approach is carried out with an innovative methodology:
Frame of Reference
It establishes a reference framework for the management of citizen participation in the elaboration of public policies and communication under the same language between local governments and their citizens.
Objectives and Goals
Defines specific objectives and goals for citizen participation, as well as the processes and resources needed to achieve them.
Legal and Regulatory Requirements
Identifies the legal and regulatory requirements applicable to citizen participation.
Procedures and Tools
It establishes optimal procedures and tools for citizen participation, such as the evaluation of indicators and sub-indicators based on Annex A, B and D of ISO 18091, thus ensuring an accurate and effective approach.
Monitoring and Evaluation
Establishes mechanisms for monitoring and evaluating the effectiveness of citizen participation in the development of public policies over time.
