On August 5, the World Council for Quality (WCQ) awarded the City Council of Tizayuca, Hidalgo, Mexico the Level 2 International Reliability Award for Local Government “Reliability in Achievement Consistently Confirmed by Citizen Customers”. The award was presented by Bob Alisic, WCQ Executive Secretary, to Juan Núñez Perea, Mayor of Tizayuca. This Recognition issued by the World Council for Quality refers to the degree of satisfaction of the needs that local governments meet with citizens, and has 3 levels: Reliability Level 1: “Reliability in Achievement”; level 2: “Reliability in achievement systematically and confirmed by citizen clients”; and level 3: “Reliability in maturity verified by an Integral Citizen Observatory”.
The municipality of Tizayuca was evaluated by the WCQ Evaluation Commission, which ruled satisfactory compliance with the 39 indicators of Annex B of the ISO18091:2014 standard of the International Organization for Standardization (ISO) “Guidelines for the implementation of ISO 9001:2008 in Local Government”, in addition to having a constituted Citizen Observatory, in which organized citizens confirm the objectives achieved and which has a Quality Management System in the process of consolidation. Armando Espinosa, Vice President of the World Council for Quality, Lic. José Francisco Olvera Ruíz, Governor of the State of Hidalgo, who together with Bob Alisic and Juan Núñez Perea signed a Memorandum of Intent to ensure full satisfaction of the requirements of Level 2 of the International Reliability Recognition, and to aspire to a Level 3 of the Recognition.
The event was also attended by Getulio Martínez, President of the Citizen Observatory of Tizayuca; Francisco Martínez, Executive Secretary of the International Foundation for the Development of Trustworthy Governments; Salvador Elguero Molina, Secretary of Government of Hidalgo; Jesús Romero Quintanar, Secretary of Public Works and Territorial Planning of the State of Hidalgo; Mabel Gutiérrez Chávez, local Deputy for District XII; Martín Islas Fuentes, President of the Institute for Access to Public Government Information (Instituto de Acceso a la Información Pública Gubernamental).
